when setup, message store downloads 200 messages, no folders, account setting displays pop. but during setup splash screen shows both imap & pop are required. email is received, but when sent displays account not setup, setup account to continue.

sounds like your account was set up as POP3 - which is a mail protocol that only downloads your messages from your Inbox on your mail server and deletes them from it (unless set otherwise).
IMAP is a mail protocol that keeps the data synchronized with the server, which means all your folders.
For sending email you actually need to set up your SMTP server.
Unfortunately I cannot find any IMAP server settings for wanadoo servers, only for POP3. Could you perhaps screenshot your current server settings from Tools>Accounts window?
