I’ve recently installed an SSD and would like to move my data files to my HDD and reserve the SDD for programs. Can I do that with eMC and, if so, how do I do it?

Of course it is up to you how you configure your system, however, the eMC files will
NOT be the only files in the location C:\Users%username%\AppData\Roaming so
unless you intend moving a whole bunch of stuff there will be little to gain.
In the particular case of eMC you will probably see better performance leaving
the database on the SSD rather than moving it to a slower HDD.
Perhaps a better option would be to clone the HDD to another SSD to achieve
an an overall performance gain, plus if you are intent on isolating files to a
specific location you could consider portioning.
