eM Client installed in C:\Program Files (x86)\Canon\Easy-WebPrint EX; is that where it is suppose to go?

No it not. The default installation folder is: C:\Program Files (x86)\eM Client

I have exactly the same problem. Why does it load to C:\Program Files (x86)\Canon\Easy-WebPrint EX; and how do I correct it?

Uninstall eM and run the setup again. It should ask for a installation path. If you only updating the program, the installer won’t ask you for a install path.…
