Can you please tell me if it is possible to create folders and sub-folders in eM Client, using IMAP. If sub-folders exist eM Client seems to see them and use them, but I have not been able to create sub-folders which make it hard for users to file messages.

In eM Client, right-click on the Inbox and choose New Folder. You can also choose a different folder location from within the dialogue that comes up if you decide to place it somewhere else. You might want to create it on the same level as Inbox, or to be a sub-folder of something else like the Sent Folder or other existing folder.
It may be also be dependent on your email provider as some don’t allow sub-folders of Inbox. Some providers also restrict the number of sub-levels.
