I just now installed eM Client. How do I control when send/receive activates? I want it to send/receive only when I click send/receive.

Go to Tools–>Settings–>General and uncheck the synchronization item.
Next go to the Mail section in Settings and in the Send area uncheck the option to send mail immediately.
You will then only send and receive when using the Refresh button or its equivalent keyboard shortcut.

what IsoQuantic above suggests is great for controlling when you send your messages.
As for receiving, you can only control this for an account set up with a POP3 mail protocol, as IMAP and Exchange will keep your messages synchronized by default.
If you do have a POP account though, you can just go to Tools>Settings>General>General and uncheck both of the Synchronization options.
