My daughter is purchasing a new laptop. She will be disposing of the old one. Will she be able to install the free version of eM Client on the new PC while it is still on the old PC or can you have the free version on both at the same time ? By the way, I think she also uses eM Client on her mobile phone and maybe an iPad.

Yes she will be able to transfer to a new PC, see the following:
The best way to move all your data etc is through: Backup & Restore.
Follow these steps:
On the old device:
1./ Create a backup: Menu ->Backup
2./ Deactivate the license on this device: Menu ->Help ->License
2.1./ I am not sure if this is the case with FREE (see below)
3./ Find the .ZIP backup file and move it to the new device (with a USB)
The default backup location is ..\Documents\eM Client)
On the new device:
1./ Install eMC - eMC Latest Version
2./ Installed eMC and skip initial setup
3./Move the ZIP backup file to: …\Documents\eM Client
4./ Create the eM Client folder if it is not there
5./ Restore from your backup through Menu ->File ->Restore
6./ This will transfer everything to mirror your previous installation
7./ I am not sure if the FREE license can be transferred if it can go to: Menu ->Help ->License
8./ If it can not be transferred, I think they maybe email & computer specific
