The error, says, "(SMTP) Cannot send message (Email recipient not accepted by the server). Error is INCORRECT - I am receiving messages using POP, NOT sending using SMTP?

The Send and Receive work in sequence, all that is happening is that you are being told that SMTP is not connecting.
Are you able to Receive your mail?
Who is your email provider?
what settings do you have for SMTP & POP?
