eml Filename timezones

how can i change the timezone of the client, so that the exported eml filenames are accurate to the local timezone?

For exemple my Windows timezone is set to EST (utc -5) and my yahoo webmail is also set to EST (utc -5) … but when i export email using the export to .eml format, the filenames include the date, the UTC time zone, and the email title…

can the utc timezone in the filename be changed to my local timezone ???

let’s take the last one , is there a setting to allow me to export the email in .eml so the filename reads :

2014-01-03 13 -24-02 (Title…) .eml

I want to change the 18 -24-02 (wich is hh-mm-ss in UTC timezone) to 13 -24-02 (local timezone).

I dont want to do it manually cause i export a lot of .eml …

As mentioned above, my Operating system and my yahoo client is in Local time…
