em client will not download new messages without closing the client and reopening

Upon opening the client it will bring down any emails, but refreshing etc does not bring in new mail. 
Using Charter IMAP, and I saw a few posts from 2 to 3 years ago saying this was an issue that had no resolution, is this still the case?

I believe this is a Charter issue.  It has a non-standard IMAP implementation.  Please see the following thread:
