Character decoding problems

Hey!

I have some problems with German and French special characters in some messages.

What is wrong? I’ve attached the header below. I had to use an image because new users are only allowed to use 2 links in posts.

Looking at the source, there is no encoding specified, so there is no way to know that there are specially encoded characters.
