Cannot setup outlook.com account despite valid credentials even with Exchange setup and manual setup.

I am trying to setup latest version of emclient with my outlook.com email. I am using valid credentials and Outlook is set to allow POP/IMAP access. I have tried to setup via Exchange as suggested on forums as well as manually. Nothing works.

Before you run off to IMAP/POP3, when asked for your account name in the Exchange setup, did you use your full email address?  It will fail unless you do.
