If your question is can I have the original on the top instead of the bottom, I’m not aware of an option for this other than moving the cursor to the bottom of the email. If you question is can I not have the original email in the reply, then yes, you can. Go to menu/tools/settings/mail/replies and forwards. Under the general section, there is a pull down menu entitled “When replying to a message”. One of the options is “Do not include the original message text”.
