blacklist missing in version 5

i have been trying to find the blacklist in version 5 and cant find it. In previous versions it was under Tools–>Rules. It is missing in version 5. How do you find the black list?

The blacklist rule is automatically created when you add an email address or domain to blacklist for the first time
