arrange contact folders manually

How?  The default is in alphabetical order.

Hello David, contacts can be sorted based on the column setting. Above your contacts you should be able to see a number of columns that you can click on and change the sort order based on the column, with the only exception of the business cards view where contacts can only be sorted alphabetically.

Not contacts, Contact “Folders”.  My contacts are all in subfolders and I want to arrange them my way, not in alphabetical order.

folders can not be reorganized in the left pane, they can only be listed alphabetically. In case you’d like to adjust the sort order of your account you can reorder the account in Tools > Account using the arrows below the list of your account, but unfortunately subfolders use a default sort order - alphabetical.
