Security of Outgoing Messages

For the past 2-3 weeks I’ve had serious problems with my Cox (cable company and Internet provider) email. Messages sent from trusted addresses (including my own!) are being sent to the Cox spam folder. After numerous contacts with their tech support group and no resolution, I happened to see the following notice on their website:

_ Cox is enhancing Cox Email security to better protect you, our Cox Email users, and the email you send. As of April 24, 2019, all email sent from a Cox Email address must use TLS 1.0 security encryption or higher. As a result, Cox no longer supports sending email through email clients using SSL security encryption version 3.0 or older. _

Is there anything here that would cause Cox to consider messages I’m sending with eM Client to be invalid? In setting up my Cox email account in eM Client, I specified “Force usage of SSL/TLS” for both the POP3 and SMTP mail servers. I have many friends who are also Cox customers who are experiencing email problems as well. I’d love to find an explanation and a fix.
