opening a hyperlink in a message when ie9 is closed, it won’t go to that sight. when ie9 is open and i click on a hyperlink, it goes to that sight?
Please make sure that you have IE is set as default browser and let me know if it helps.

That is an OS setting, not an eM Client one. In Windows 10 you will find that setting in Settings > Apps > Default apps.
