There is no option in eM Client to start the application minimized. In the settings, minimize application to tray does not mean on startup. This is what happens when you manually minimize the application after it has started.

Do developers plan to correct - at the start of Windows 10 the program automatically convolved in a system tray?

I am not sure that anybody knows what the developers are planning.

One option is that in Windows 10 you can run any program minimized on startup using Task Scheduler. The are also apps that can do that. Just do an Internet search.
